Published in 2005, this report addresses the issues facing Turkey at a critical juncture in its history. The country is on the move towards seizing opportunities arising with a globalized, knowledge-based economy. It is also struggling to cope with the challenges of European integration. If necessary reforms and conditions for an improved innovation performance are not put in place, Turkey faces the very real risk of falling behind, and to seriously endanger the progress that has been made so far. The report specifically addresses the contributions made by SMEs to the Turkish economy and society and advances a set of recommendations for strengthening innovation policies in Turkey.
